Recycling Your Construction and Demolition Debris

If you are working on a project, the County of San Deigo has produced new requirements for recycling that it may be important to be aware of. As of 2021, the Construction and Demolition (C&D) Ordinance now requires that projects in unincorporated areas of San Diego County comply with the ordinance in an attempt to increase construction and demolition debris diversion from landfills, conserve landfill capacity. It is also designed to comply with waste diversion requirements of the State’s CalGreen Building Standards Code.

The objective of the county is to create standards in which construction and demolition debris is reprocessed and reused. The goal of the Construction and Demolition Debris Recycling Ordinance is that all construction and demolition projects recycle, reuse, or donate sixty-five percent of all materials and ninety percent of inerts, such as concrete, asphalt, dirt, and other items. If you are working on a project that is grading, you must recycle or reuse one hundred percent of excavated soils, trees, stumps, rocks, and vegetation.

Do I Need A Permit for a Construction and Demolition Project?

If you have a project that was issued on or after January 1, 2021, the project must comply with the new recycling rates if it falls into one of the following categories:

  • It is a new construction project.
  • It is non-residential building addition and alteration project.
  • It is a residential addition and alteration that increase the footprint, volume, or size of a building.
  • It is a non-residential or residential demolition project associated with new construction, additions, and alterations.
  • It is a non-residential or residential excavation and grading project (excluding agricultural grading).

Although many construction projects above need to comply with the 2020 CalGreen Recycling requirements, not all projects will need a San Diego County permit or a Performance Guarantee.
